Omar Bendourou is professor of constitutional law at the Université Mohammed V-Souissi in Rabat, Morocco, and has taught in the faculty of law at the University of Geneva. He has published numerous works on Morocco and the Maghreb, including Le pouvoir exécutif au Maroc depuis l’indépendance (1986). The present essay was translated from the French by Philip Costopoulos.
