About the Author
J. Stephen Morrison is a former staff member of the Foreign Affairs Subcommittee on Africa of the U.S. House of Representatives. Between 1988 and 1991, he visited Ethiopia on a number of occasions. Since January 1992, he has been a resident consultant on democracy and governance programs to the USAID Mission in Addis Ababa. He was assisted in the preparation of this essay by Jeffrey Clark, an independent consultant with extensive experience in Ethiopia who has served as a staff member of the House Select Committee on Hunger.
