About the Author
Oleg Rumyantsev is a member of the Congress of People’s Deputies of the Russian Republic. He was very active in the informal political group Democratic Perestroika and is now a leader of the new Social Democratic Party. In 1990, the 30-year-old Rumyantsev was chosen to serve as secretary of the Constitutional Commission charged with drafting a new Russian Constitution.
