About the Author

Sein Win was elected to parliament in Burma’s 1990 democratic elections, whose results the country’s military rulers refused to recognize. He subsequently helped to establish the National Coalition Government of the Union of Burma (NCGUB), headquartered in Manerplaw near the Thai border, and currently serves as prime minister of this provisional government. The following text is an updated version of remarks that he presented at the National Endowment for Democracy on 9 November 1993.
