About the Author
Juan Carlos Torre is a senior researcher at the lnstituto Torcuato Di Tella, a center for economic and political studies based in Buenos Aires, Argentina. During the 1991-92 academic year he was a visiting scholar at the Institute for Advanced Study at Princeton University, where he delivered the lecture on which this article is based.
