David I. Steinberg is serving concurrently as director of Asian Studies at Georgetown University and as the Asia Foundation’s representative for Korea. Formerly a senior foreign service officer with the U.S. Agency for International Development, he lived for 17 years in Asia, where he traveled widely. His books include The Republic of Korea: Economic Transformation and Social Change (1989). The views presented in this essay are solely his own.
