Julio A. Jeldres, a Chilean-born Australian, served from 1981 to 1991 on the staff of Prince Norodom Sihanouk, whose official biography he is now writing, and from 1992 to 1995 as director of the nongovernmental Khmer Institute of Democracy in Phnom Penh.
