Marina Ottaway is codirector of the Democracy and Rule of Law Project at the Carnegie Endowment for International Peace. She is the author of many articles on democratization and the editor of Democracy in Africa: The Hard Road Ahead (1997). Her latest monograph, Africa’s New Leaders: Democracy or State Reconstruction? (1999), discusses the importance of state-building for democratization.
