Timothy D. Sisk

Timothy D. Sisk is a program officer at the United States Institute of Peace and an adjunct professor of political science at George Washington University. A Fulbright scholar in South Africa during 1991, he is currently writing a book on the overall constitutional debate in that country. The views expressed in this article are solely his own.
