Vernon Bogdanor is reader in Government, Oxford University, and a fellow of Brasenose College. His many works on constitutional and electoral topics include Devolution (1979), The People and the Party System (1981), and What is Proportional Representation? (1984), and he is the editor of The Blackwell Encyclopedia of Political Institutions (1987). A member of the Israel Democracy Trust team that worked on reform of the Israeli constitution and electoral system, he has also served as an advisor to the governments of the Czech and Slovak Federative Republic, Hungary, and Estonia.
