R. Kent Weaver is a senior fellow in the Governmental Studies Program at the Brookings Institution in Washington, D.C. He has written widely on institutional and electoral reform issues in industrial democracies, and is the editor of The Collapse of Canada? (1992) and the coeditor of Do Institutions Matter? Government Capabilities in the United States and Abroad (1993).
