Jennifer McCoy is Regent’s Professor of Political Science at Georgia State University, nonresident scholar at the Carnegie Endowment for International Peace, and visiting researcher at Koç University in Istanbul. She is coeditor, with Murat Somer, of “Polarizing Polities: A Global Threat to Democracy,” a special volume of the Annals of the American Academy of Political and Social Science (2019).

Larry Garber
Larry Garber, senior associate for electoral processes at the National Democratic Institute for International Affairs (NDI), has written extensively on the subject of election monitoring. In September 1992, at the request of OAU secretary general Salim Ahmed Salim, he facilitated a week-long OAU training program in election monitoring.
Robert A. Pastor
Robert A. Pastor, professor of political science at Emory University, founded and (until 1998) directed the Latin American and Caribbean Program and the Democracy Program at the Carter Center in Atlanta, Georgia. At the request of the Latin American and Caribbean Program’s current director, Jennifer McCoy, he organized the Center’s mission to monitor the Mexican elections.
